In this talk Erica Caple James contrasts the racial politics of intervention that emerge in two cases involving Haitians in the 1990s: Military-humanitarian post/conflict intervention in Haiti and faith-based refugee resettlement of Haitians to the U.S. Each case provides an Example of a racial formation (Omi and Winant 1986): Implicit and explicit formulations of inherent otherness were embedded in the rationale to deny or acknowledge harm and to rescue or facilitate refugee and reparations to "victims"
